First off I wouldnt use the same gloves for the bag and sparring, just not good etiquette getting the dirt from the bags on peoples faces... but if you must I would suggest staying away from everlast and lonsdale

Title has the super pro bag gloves good bang for the buck. Their intense gel bag gloves are good too. Ringside Imf's usually get good reviews. But yea bag gloves usually harden over time and can hurt your sparring partner more than it should. Thats why might want to get a decent pair of bag and sparring gloves. Don't cheap out on everlast they only lasted me about a month.

Gloves get worn out over time.
I wouldn't worry about getting anything expensive for sparring and bags, just something that protects my fist well and has a good fit.
