He don't go near them. But his body resistance excersises are insane. He does 1200 repetitions in every work out for his abdominals, supposedly. Serious stuff. WARM UP Touching toes and holding. He warms down with basketball and trains 5 or 6 days a week. I assume this is independant of roadwork.
His biceps are not 'big' but compared to his triceps and every other muscle they look huge. Plus he has really good shape to them; good peak.
Roy has a similar arm as did Sugar Ray Leonard. All biceps with very little triceps mass. Leonard too, had those tennis ball type biceps. That comes from allot of high rep training, aerobic type training and doesn't make for a very strong arm. His biceps are not very big at all, they just look huge due to the definition, biceps peak and shape. But in reality they are no more than 15 inches. The size of an average middleweights. When James Toney was fighting at light heavyweight, his arms were actually much bigger, close to 16 inches. However, because of the shape of his arm and the fact that the mass was spread out between the biceps and triceps, they didn't look as big compared to Jones.
The guy worked harder than most fighters. That's a fact. So he's flooding his body with all the hormones you need for muscle growth. Combine it with good genes and the right lifestyle, I could see it leading to extreme cuttage.

I think it might be that Roy has a torn long head of his bicep, in both arms. This is a very common injury among pro athletes that heals up quickly and limits use of the arms by less than 2%.
